AHCPR incorporates all NNHS questions agreed upon in the "Summary
of Comparison Between the 1995 NNHS, the 1996 NNHES and Future MCBS
Facility-Level Questions (Updated 9/12/95)", in particular facility
and patient-specific preventive health questions regarding flu shot
administrations, pneumococcal vaccinations, etc.; 2) for the public
record, AHCPR explains in writing how it will relate and resolve
differences between the MDS diagnoses reported in the Health Status
Questionnaire and the NNHS and ICD-9-CM diagnostic codes in patient
claims histories; 3) for the public record, AHCPR and NCHS commit
to a schedule for resolving wording differences in health services
questions, i.e. "routine" services provided by "trained and
licensed providers"; 4) AHCPR's submission for the next NNHES cycle
continues to reflect refinements from and coordination with the
NNHS and MCBS efforts; and 5) for the public record, PHS submits an
amendment to section 3.1 of its paper entitled "The Department of
Health and Human Services' Survey Integration Plan and Implications
for the Design of the Medical Expenditure Panel Survey" that
reflects its most current sampling methodology. OMB commends AHCPR,
NCHS, and HCFA for evaluating similarities and differences between
their nursing home survey efforts. Additional OMB remarks regarding
the NCHS NNHS survey will be sent to PHS separately.

The 1996 NMES-3 National Nursing Home
Expenditure Survey (NNHES) will collect data on use of nursing
homes and expenditures for nursing home care from facilities and
community respondents for policy and research purposes. Data will
be collected on use of nursing homes, expenditures and sources of
payment for care, and facility and resident
characteristics.
On behalf of this Federal agency, I certify that
