not require states with complete records on database to submit to a
hard copy review/ out-of-state examiner. DOL will encourage all
states to move toward an uniform database system. We encourage DOL
to re-evaluate the frequency of reporting upon completion of
initial stages of the UI PMR, streamline data elements whenever
possible, move toward a semi-annual or annual review. DOL will
review related forms to ensure no duplication. DOL will zero out
the QA program no later than May 1996.

UIS and State employment security
agencies (SESAs) will utilize the UI performance measurement review
system to assess quality and timeliness of UI benefit operations.
The results will help to determine operating areas that need
corrective action plans to meet achievement standards in States'
annual program and budget plan (PBP).
