amended by DOL's memoranda to OMB of 8/14/95, 9/12/95, and 9/22/95.
In addition, DOL has agreed to meet the following conditions: --
Findings from the process analysis will not have sufficient
precision to be reliable as measures of impact. The process
analysis will provide contextual information regarding program
operations that will help to interpret impact findings. Any
estimates stemming from the process analysis will be caveated
appropriately. -- DOL will review the net costs of CAPI vs.
pencil/paper in- person interviews, and select the method that is
most cost- effective in the long term accounting for data quality.
DOL shall report on its decision as an addendum to this clearance
package. -- Approval for remuneration of respondents is granted up
to a level of $10. If DOL wished to increase this amount, it shall
provide evidence that the payment level is too low to attract a
sufficient response rate. -- We note the limitations of the study
with respect to post- program crime effects, which will be less
precise than in-program effects. This design choice shall be noted
in DOL's methodological reports. -- DOL shall include a status
report on the study's progress as part of the next request for
clearance (the literacy/numeracy study, expected Jan. 1997),
including a response rate analysis. -- DOL shall indicate how it
will address GAO's finding that Job Corps placement rates are
overstated by 10 percent as soon as possible, as an addendum to
this clearance package. -- Action on the benefit-cost analysis
methodology will follow responses to OMB's 9/21/95 memorandum
outlining outstanding issues regarding the valuation of certain
costs and benefits, presentation of the analytical findings, and
degree of causation for certain effects. Final action will be taken
as soon as these issues are resolved in a way that maximizes the
usefulness of this analysis. -- All conditions that were placed on
the baseline clearance of this evaluation, OMB #1205-0351 (November
1994), remain in effect.

Data from follow-up questionnaires
will be used to measure impacts of Job Corps on participants'
earnings and related behavior. Data from process protocols will be
used to describe the Job Corps program. Data from both sources will
be used to estimate the benefits and costs of Job Corps.
