Terms of Clearance: This information collection request (ICR) is disapproved. The information requested by this ICR does not have sufficient practical utility, nor is it "necessary for the proper performance of the functions of the agency" as required by the Paperwork Reduction Act. The DOE has already obtained ample and extensive input from its oil and gas industry "stakeholders" over the past two years, including a series of public meetings in December of 1993. In addition, there are several fundamental flaws that need to be corrected in the survey design. First, the objectives of the survey need to be clearly defined. Second, the survey population needs to be defined. Third, the survey instrument needs to be scrubbed and tested so that all respondents understand the survey in the same way. Fourth, provisions must be made to generate a high response rate, including provisions for follow-up contact of the survey population. Fifth, the letter accompanying the survey needs to be scrubbed. The current letter is likely to bias the responses to the survey.
