Abstract: The Crop Insurance Act, as amended, October 13, 1994, Pub. L. 103-354, 108 Stat. 3178, Sec. 502(a), defines the purpose of the Federal Crop Insurance Corporation as being "to promote the national welfare by improving the economic stability of agriculture through a sound system of crop insurance and providing the means for the research and experience helpful in devising and establishing such insurance.
