The Marine Mammal Protection Act
mandates the protection of marine mammals and makes it a violation
to kill a marine mammal except under permit or exemption. Section
114 authorizes an exemption for commercial fishermen provided that
they register with NMFFS and report takings. The information is
necessary to obtain an exemption by statute and needed by NMFFS to
be aware that the applicant needs an exemption.
