The declaration by the foreign shipper
is necessary to ensure that the merchandise qualifies for reduced
duties under HTSUS 9802.00.60. Failure to provide this information
would hamper Customs efforts to collect the proper amount of duty.
The foreign processor provides the details of the processing
performed abroad.
