Terms of Clearance: Approved as amended by ED' 9/29/95 memorandum to OMB. In addition, ED shall meet the following conditions: -- ED shall provide for OMB review of its design for the cost analysis, Federal interviews, and case studies as addenda to this clearance pacakge. If the case study component involves identical questions to 10 or more persons, ED shall submit this component for formal PRA review. This submissions shall be provided as soon as possible, and in sufficient time to allow for review prior to commencement of the activities. -- Changes to the borrower and institutional surveys for years 3-5 shall be submitted for PRA review as revisions to this package. -- ED shall devote sufficient resources to set a realistic goal of an 80 percent response rate for the borrower survey. -- Interviewers shall be trained to provide the IMCD contact name if respondents express concern about burden or the structure of the instrument. -- ED will delete Q. F11 (and the equivalent items in the other instruments). -- OMB's comments were tied to the FDSLP Borrower survey sequence. ED shall make changes to which they agreed in their 9/29 memorandum for each survey in which the equivalent item appears.
