Terms of Clearance: The FCC will completely rewrite the instructions for completing the FCC-304A form. The draft instructions are inadequate and fail to address fee payments and section 21.42 issues clearly. Each item on the form should be addressed -- unless self-evident. The OMB address should be deleted from the FCC notification. The OMB control number and the expiration date for the form should also be displayed on the instructions. Until these revisions are made, the Burden to Respondent shall be one (1) hour vice the requested 30 minutes.
