Abstract: Section 76.986 states, that in reviewing a basic service rate filing, franchising authorities shall provide notice of their decisions to the relevant cable system and shall provide public notice of the decision. Operators, in turn, shall provide notice to franchise authorities of their decision whether or not to appeal to the Commission. Additionally, consumers shall provide notice to franchise authorities of their decision to appeal to the Commission.
