Per the FCC
request, this collection only covers the fourth method that FCC
allows Interexchange Carriers to verify that customers are
requesting that their PIC (primary interexchange code) be changed
to another long distance carrier. The fourth method allows the IXC
to send a requestor (within 3 days) an information package that
includes material on the new service and a postpaid postcard to
reply to the IXCs. This is a low-cost procedure suitable for small
carriers competing with larger IXCs.

Interexchange carriers (IXCs) that
generate orders for long distance service are required to employ
one of four alternative procedures to verify end users' order
before placing those orders with the local exchange carrier
(LEC).
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
