The FCC should
note that under the definition of "information collection"
contained in the Paperwork Reduction Act of 1995, the actual tandem
signalling code required to be transmitted under terms of the Third
Report and Order to CC Docket 91-141 is considered a "Third Party"
notification and hence is covered by the PRA. Future
notification/signal sharing requirements imposed by the FCC will
have to be approved by OMB.

Tier 1 local exchange carriers (except
NECA members) are required to make tariff filings to provide
certain signaling information to interested parties so that those
parties can provide tandem switching services. Tandem switching
providers are required to provide certain billing information to
those Tier 1 local exchange carriers.
