Abstract: Regulations implement Sections 2 and 3 of P.L. 89-777 (46 U.S.C. 817(d) & (e)) which require vessels with 50 or more passenger berths embarking from U.S. ports and territories to evidence with the Commission financial responsibility to indemnify passengers for nonperformance and to meet liability incurred for death or injury.
