Section 23(a) of the Shipping Act of
1984 requires each non-vessel-operating common carrier to furnish
the Commission with a bond, proof of insurance or other acceptable
surety in the amount set by the Commission. Section 23(b) of the
Act states that bonds, insurance or other surety obtained pursuant
to this section shall be available to pay any judgment for damages
against an NVO arising from its transportation-related
activities.
