The information collected will be used
by FLHO of FHWA and the Bureau of Indian Affairs to improve the
administration of the IRR program. The survey should allow an
assessment of the tribes' overall levels of understanding of the
program, their involvement in the program, and their satisfaction
with the program administration and accomplishments. It will also
allow tribes to propose recommendations for improving the operation
and administration of the IRR program.
On behalf of this Federal agency, I certify that
