Abstract: Congress requires agency notification and approval for new senior executive officers and directors of financial institutions. OMB-approved form no. 1939, Biographical and Financial Report, is used to evaluate the competence, experience, and integrity of individuals being considered for directorships and senior executive positions. Form 1606 is an applicant certification as to lack of any criminal background.
