Abstract: USED OIL RECYCLING FACILITIES WILL REPORT AND KEEP RECORDS OF DATA CONCERNING FACILITY OPERATIONS ON USED OIL RECYCLING. ALL USED OIL HANDLERS EXCEPT GENERATORS ARE REQUIRED TO KEEP RECORDS. PROCESSORS AND RE-REFINERS OF USED OIL ARE REQUIRED TO REPORT ON A BIENNIAL BASIS. EPA WILL USE THE REPORTS TO EVALUATE THE IMPACT OF THE PHASE 1 MANAGEMENT STANDARDS AND TO ASSESS THE NEED FOR NON-REGULATORY....
