This regulation implements the best
available and safest technology concept provided for in section 21
of the Outer Continental Shelf Lands Act (OCS), as amended. 33 CFR
140.15 allows those units that desire to operate on the OCS to use
alternate equipment or procedures that will provide a comparable
level of safety to those specified in 33 CFR subchapter N.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
