HUD should
submit a change worksheet to properly account for any burden change
resulting from this approval. It should be submitted to OMB at the
time the change is effective. No burden change is shown in this
action since HUD improperly states the burden currently shown in
OMB's inventory. This approval is for a limited term. In making its
next request for approval HUD must comply with new regulations at 5
CFR 1320 effective 10/1/95.

This proposed rule would streamline
the previous 8 subparts of 24 CFR part 965 by eliminating one
subpart, revising and simplifying three subparts, consolidating and
relocating two subparts to a new "general" part that would be
applicable to all programs, and revising one subpart to reflect new
statutory requirements. The reduction and modification of
restrictive regulatory language is intended to simplify HUD
requirements as part of the Governmentwide reinvention
process.
