Abstract: The Federal Service Impasses Panel (Panel), an entity within the Federal Labor Relations Authority, assists Federal agencies and unions representing Federal employees in resolving impasses which arise in labor negotiations. The information requested of representatives of these agencies and unions before the Panel will allow it to evaluate its impasse resolution services looking to improve the delivery of such services.
