Terms of Clearance: This collection was previously submitted under Section 3504(H) of the Paperwork Reduction Act on June 6, 1994. The previous August, 1994 clearance action disappr oved certain proposed requirements and continued the existing col lection until October, 1995. It appears that the procedures under 5 CFR 1320.13 should have been followed, in which case the comments would have been filed while also giving a three year app roval to the "proposed rule". Following discussions with Commission staff, this action essentially corrects the previous clearance action and notes Comm ission staff responses contained in a letter of September 12, 199 5 (contained in this docket). Under Section 1320.13, the Commission staff should submit all substantial modifications to O MB for review 60 days prior to Commission action on a final rule.
