Terms of Clearance: The FCC's request for the proposed recordkeeping (paragraph 13), reporting (paragraph 31), and certification_(paragraph 34) contained in the NPRM for CC Docket 95-155 are approved. The proposed coding system contained in paragraph 44 is not approved. The FCC will work to develop an alternative approach through the regulatory process. The approved burden hours and cost estimates reflect this conditional approval (reducing the FCC request by 2 million hours and 4 million dollars respectively).
