Abstract: Under the NPDES Program, States, federally recognized Indian tribes, and territories may acquire the authority to issue permits. In the absence of a State program, EPA issues permits. The purpose of this ICR is to revise and extend the current recordkeeping and reporting requirements with State NPDES and sludge program request, implementation, and oversight.
