response rate of the control samples to a statistically signifi-
cant level, towards a goal of an 80% response rate.

The purpose of this study is to
evaluate the quality of the service the National Laboratory
Training Network (NLTN) provides and to improve the efficiency and
effectiveness of the training system. This study is necessary to
determine how successful the NLTN is in carrying out its overall
mission, which is to improve the quality of testing in laboratories
through training.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
