is approved as amended by ED's revisions of 3/14/96. However, ED
has also agreed to revise the notice by removing all requirements
included in the selection criteria which do not conform to EDGAR
and instead request that grantees address the information as part
of the Applicatio Narrative Instructions. ED has also agreed to
send OMB a revised package in accordance with these changes for OMB
review prior to publication of the notice and application in the
Federal Register.

The Migrant Education Even Start
Program (MEES) is designed to help break the cycle of poverty and
improve literacy by integrating early childhood education, adult
literacy or adult basic education, and parenting into a unified
literacy program for migrant families.
On behalf of this Federal agency, I certify that
