Abstract: Small business increases the flexibility of the economic system and is a leading source of innovation and technical achievement. In recognition of this and to encourage entrepreneurial spirit, Federal agencies and prime contractors volunteer their time and effort to nominate their suppliers by use of these forms whose performance records serve as outstanding examples of the competence and expertise of small business.
