Terms of Clearance: This ICR is disapproved under 5 CFR 1320. It would authorize a s urvey of 600 End Stage Renal Disease (ESRD) patients and 600 cont rols obtained by telephone quota sampling to ascertain whether th ere is an association between ESRD and exposure to a variety of m etals, solvents, and hydrocarbons possibly disposed at Superfund sites in California. The survey is slightly modified from a prev ious survey conducted in New York State. Actual exposures would not be measured or estimated. Instead, ATSDR proposes to use res idential distance from Superfund site(s) as a proxy for exposure. This ICR is disapproved because it lacks practical utility as required in 5 CFR 1320.9(a). The survey uses a quota sampling m ethod to identify controls. Such methods do not overcome selecti on biases which may affect the results, in this case a differenti al willingness of randomly selected controls to agree to be inter viewed by telephone. The survey does not measure exposure, nor does it sort, rank, or quantify emissions or releases of suspect chemicals from Superfund sites. The survey also does not control for other potential sources of residential exposure, nor does it sort, rank, or quantify emissions or releases from such sources. The New York State survey found a weak but not statistically significant positive association between residential proximity and ESRD incidence. Efforts to improve the quality of the resear ch methodology are necessary to justify continued imposition of t he burden of replicating the New York State survey, particularly, exposure measures and controls for confounding factors and expos ures.

Abstract: The CDC proposes to conduct a case-control study to determine if an increased risk of end-stage renal disease is associated with residential proximity of hazardous waste sites. This study will be limited to the general population of the State of California. Geographical information on the location of National Priority List hazardouse waste sites will be matched to geographical location of participants to determine distance to site.
