This collection
is approved as amended by ED's revisions of 3/22/96 and on the
following conditions. ED will provide OMB, within six months, an
analysis on the quality of consolidated plans submitted this year,
including the number of States that are awarded multi-year
approvals. In addition, as agreed, ED will provide OMB on-going
information on future discussions on the consolidated plan approval
process.

In order to improve teaching and
learning through better coordination and integration of program
activities, SEAs may submit final consolidated State plans under
section 14302 of the ESEA. Submitting a consolidated plan will
allow a State to obtain funds under many Federal programs through a
single plan, rather than separate plans or applications.
