Abstract: This proposed rule would streamline the previous 8 subparts of 24 CFR part 965 by eliminating one subpart, revising and simplifying three subparts, consolidating and relocating two subparts to a new "general" part that would be applicable to all programs, and revising one subpart to reflect new statutory requirements. The reduction and modification of restrictive regulatory language is intended to simplify HUD requirements as part of the Governmentwide reinvention process.
