Cost Burden values were changed to reflect proper reporting format. The FCC should pursue broadening its agreement with Rand McNally to include Common Carrier and Private Carrier Paging services as services allowed to use its copyrighted MTA/BTA listings rather than imposing the burden of obtaining authorization to use this information on licensees. This can be done when the rule is finalized.
