Terms of Clearance: The cost burden was corrected to show proper order of magnitude. The FCC should consider adding a statement to the General Instructions that all measurements are in meters -- and delete all English system equivalent measurements from instructions. The FCC should also add instructions for items 41a and 41b on the form (FAA Regional Office Notified) and clarify the list of service types contained in the block adjacent to these items.
