By this action,
OMB extends the existing approval for this form for a limited
period of time. Jim Farron of OPM indicated to Joe Lackey of OMB on
April 9 that a new revision of the form was under development that
would incorporate changes related to display of the burden estimate
associated with response to the form, where to send comments, and a
simplification of the form's insructions. OPM may resubmit the
request for approval as amended by the changes described in the
April 9 message to Joe Lackey without provision for further
solicitation of public comment through notice in the Federal
Register.

A Federal court consent decree
authorizes Federal agencies to hire under an Outstanding Scholar
program. The decree requires agencies and OPM to collect race and
national origin (RNO) data from those who apply for the program. On
OPM 1386B, applicants voluntarily check a box indicating their RNO
and supply basic identifying data about themselves and the
job.
