The Bureau of the Census developed the
ICM approach to improve statistical methodology for estimating
population coverage during the decennial census. The methodology
was first tested in the 1996 Census Test and will be refined in the
1996 test. The first phase of the process is to independently list
each housing unit in the test area and match the list to the census
list. An interviewer will visit the nonmatched housing units and
conduct an interview with the occupant(s) to reconcile the
differences. The resulting "enhanced" list will be used in the test
phase, conducting person interviews.
On behalf of this Federal agency, I certify that
