Terms of Clearance: Comment is being filed on this collection. OMB has concerns regarding the utility of the collection, to be assessed in light of public comments. OMB is particularly interested in determining whether public commenters raised concerns regarding whether the rule provides grantees sufficient flexibility to achieve quality outcomes in the most effective way possible. Specifically, OMB is interested in comments regarding the burden associated with gathering and recording all child health and developmental assessments and nutritional assessments; developing individualized Family Partnership Agreements; and establishing written personnel policies for staff, consultant and volunteer positions as specified in 1301.31(a). The preamble to the final rule should address any comments received related to the above specified areas or related to any other information collection requirements contained in the proposed rule.
