This ICR covers the new part 40 CFR 273 for special collection systems. EPA has identified hazardous waste batteries, certain hazardous waste pesticides, and hazardous waste thermostats as universal wastes; other wastes may be added to the list if EPA determines it to be appropriate. The rule establishes two types of universal waste handlers: Small quantity handlers of universal waste (SQHUW) and large quantity handlers of universal waste (LQHUW). More stringent requirements are imposed on LQHUWs. The rule is largely deregulatory and is part of the RCRA reform initiative.
