The FCC is
beginning a rulemaking process to reexamine how the broadcast
industry can meet the Commission's Equal Employment Opportunity
rules and policies. OMB believes that the comments of the American
Women in Radio and Television, Inc. pertaining to the desirability
of using a negotiated rulemaking has merit and encourages the FCC
to examine the feasibility of such an approach. This collection
covers the rulemaking process and development of proposed revisions
to existing collections. When the proposed revisions to FCC Forms
FCC-395-B, FCC-396, FCC-396-A are finalized, the FCC will submit
those collections for revisions IAW the PRA.

On 02/08/96, the Commission adopted a
Notice of Proposed Rulemaking in MM Docket 96-16 as part of its
ongoing reinventing government efforts. This rulemaking proceeding
seeks comments on specific proposal designed to streamline our
equal employment opportunity (EEO) requirements without diminishing
the effectiveness of our EEO program. These proposals would reduce
the filing and/or recordkeeping requirements of stations and would
inevitably amend section 73.2080 and would revise the following FCC
forms: FCC-395-B, FCC-396-A, and FCC-396.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
