Since this is a
NPRM, the FCC has permission to streamline filing requirements as
identified in WT Docket 96-59. The FCC will seek a revision to this
collection when filing rules are final. FCC is strongly encouraged
to lay out rules in advance of the auction and avoid ad hoc
rulemaking and use of waiver process while conducting auctions. The
FCC should also take whatever steps necessary to reach a
satisfactory resolution regarding protection of sensitive business
information contained in applicant filings.
