Terms of Clearance: This collection is disapproved for the following reasons. Under the requirements of the Paperwork Reduction Act of 1995, a collection of information must meet a specific need and have practical utility. This collection does not meet a specific need and fails to demonstrate practical utility. The need criteria fails because the purported benefit of the collection -- to measure the usefulness and reasonableness of the NAEP achievement levels -- will not be attained through the approach outlined in this submission. The questions are not designed to adequately assess the usefulness and reasonableness of the NAEP achievement levels nor is the sample surveyed appropriate to provide such an assessment. Furthermore, the survey lacks practical utility. NAGB expects only a 30% response rate which will yield little reliable data. With such a low response rate, the responses will likely be biased and not reflective of the entire sample. In addition, the sample itself is inappropriate. While NAGB recognizes that the sample is not representative of the entire population, it has chosen a group of individuals with a likely above-average education and other characteristics that differ from the general population by sampling Smithsonian and National Geographic subscribers. Finally, the questions themselves yeild little practical utility and are unlikely to be interpreted by respondents in a consistent manner. Questions 1-3 would collect vague information given the response options. Questions 4 and 5 of the survey would be difficult to answer reliably even by persons familiar with the NAGB acheivement levels. Overall, the information obtained as a result would provide little useful information to reliably inform NAGB on decisions regarding the achievement levels.
