A review of this
collection and Federal Aviation Administration forms approved under
OMB Control number 2120-0001 indicate that there is a significant
overlap in terms of information collected. The Federal government's
policies and practices regarding antenna registration are confusing
and duplicative. However, it is clear that the FCC is taking steps
to streamline and improve this process and should continue to do
so. This collection will only be approved for two years to allow
for continued progress towards a single antenna registration form
and process. Additionally, the FCC shall: a) add illustrations to
clarify the height criteria contained in item 2 of the General
Instructions; b) add a short summary to the General Instructions
informing those seeking to register their antennas with the FCC of
their need to meet the FAA's requirements and where these can be
found; and c) clarify in the Notice for the FCC 854R what the form
is used for and when it is used. Use of the FCC 854R Notification
of Antenna Structure Completion/Disposal rather than the FCC 854
should be clarified. Until there is a single antenna registration
process, the FCC should continue to include the expiration date on
the FCC 854.

with the Commission that may pose a hazard to air navigation and
requires the assignment of painting and lighting.
