This collection
is associated with an FCC Rulemaking that implements the
Telecommunications Act of 1996 -- streamlining many aspects of the
two-step application process for modifiying television and radio
broadcast facilities. The FCC will ensure that the burden changes
made in conjunction with this collection are documented in the
effected collections and the cost burden figures of the latter also
reflect all projected filing fees. This can be accomplished through
the use of ICWs and summary documents.

This NPRM proposes to eliminate the
present requirement for a construction permit (FCC Forms 301/340)
for a broadcast station in certain instances where the changes in
broadcast facilities will not have an adverse impact on other
broadcast facilities or on the public. In these instances, we
propose to permit the broadcast licensees/permittees to make
changes without prior authority from the Commission and file a
license application (FCC Forms 302-AM/302-FM/302-TV) with specified
exhibits to reflect the change afterwards.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
