This request is
approved as submitted and the Census Bureau is commended for their
responsiveness to public comments. In light of the one strong
objection to mandatory collection, the Bureau should indicate the
mandatory nature of collections and the authority for same (in this
case 13 USC 193) in future public notices. We also note that while
the follow-up sample of non- respondents is modest and may produce
some useful information, it is likely to produce biased results
because of the risk of self-incrimination. Reports on this
evaluation should fully consider this potential bias.

The survey will collect value of
shipments for environmental products and revenues for environmental
servcies and the amount of these values that were exported. The
products and services will be defined based on the newly
established definition of products and services in the
environmental industry.
