Abstract: SURVEY INSTRUMENTS WILL BE DISTRIBUTED TO APPROXIMATELY 5-10,500 CITIZENS NOT AFFILIATED WITH THE FEDERAL GOVERNMENT RESIDING OVERSEAS AND 500 LOCAL ELECTION OFFICIALS TO OBTAIN STATISTICAL DATA RELATING T THE ABSENTEE VOTING PROCESS. THIS INFORMATION WILL BE USED BY THE FEDERAL VOTING PROGRAM TO PREPARE THE REPORT TO THE PRESIDENT AND CONGRESS REQUIRED BY 42 U.S.C. 1973FF.
