Approved for use through 6/97 under the condition that prior to fielding this instrument, HHS provides OMB a written response describing: 1) other states that provide personal care services through alternative modalities and the extent to which provider modes are characteristic of one reimbursement program;2) the reason National Home Care was selected as the sole sample source for Contract home care and the alternative Contract providers considered; 3) the stratification plan for this survey's various sample categories; 4) amendments that have been made in response to pretests to date, including the results of the final pretest of the CATI system; and 5) plans to evaluate general participation and nonresponse bias and item nonresponse bias. HHS should discuss these materials with OMB in a conference call no later than 8/15/96, and OMB may request amendments to the sample or survey design pursuant to this discussion. Finally, prior to the conference call, ASPE should share this package and the supporting materials with NCHS for advice on those questions that are more experimental in nature, sensitive,or challenging to the cognitively impaired. Also, due to the sampling limitations of this effort, prior to the conference call, ASPE should submit to OMB a statement explicitly outlining the extent to which the results of this study will be generalizable.

This study compares three modes of providing personal assistance services to the elderly and disabled in order to assess the consequences of alternative methods of service financing and delivery for consumer and worker satisfaction and quality of care. Data will be collected via interviews with service recipients, service providers, and public program case managers.
