Abstract: The rules provide field managers with a set of tools that will permit management of fencing and occupancy. The rules will create a review and approval process for new uses and occupancies. The rule will provide a process to record all existing occupancies. It will set standards of practice for all uses and occupancies, provide for inspection and enforcement of new and existing occupancies, provide for appeals and incorporate criminal penalties. The rules will maximum use of existing use of existing state and Federal regulatory requirements and it will complement the existing surface management rules.
