Abstract: The FY 1996 Omnibus Appropriations Act has authorized the DOJ, Office of Justice Programs, Bureau of Justice Assistance, under the Local Law Enforcement Block Grants Act of 1996, to make funds available to the Governors of each State who shall in turn distribute such funds.
