The President issued Executive Order
12947, declaring a national emergency with respect to "grave acts
of violence committed by foreign terrorists that disrupt the Middle
East peace process." The Executive order invoked the authority of
the International Emergency Economic Powers Act (50 U.S.C. 1706)
and requires the promulgation of regulations.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
