Terms of Clearance: Approved on the following conditions as agreed to with ED. (1) ED shall meet with OMB to discuss an overall data collection strategy for the program, including the development of outcome- based measures. An initial meeting shall take place within one month of the approval of these collections. (2) ED shall develop a data collection plan, prior to reauthorization of IDEA, that specifies what types of information shall be collected, how the information will be collected, and the timing of the collections. The plan shall include uniform due dates and streamlined reporting based on extensive consultation with State respondents, as appropriate. Planning for this activity should commence immediately. (4) ED shall also continue efforts to improve State capacity to provide the statutorily mandated information on numbers of infants and toddlers with disabilities awaiting early intervention services, since current reporting of this information is of inconsistent quality.
