counsel in conjunction with E. O. 12866 submiss ion and additional
changes in preamble were worked out on June 24 . OMB would like to
review agency response to comments received before final approval.
OMB subsequently reviewed comments received and this collection is
approved without further conditions.

Passenger vessel security information
is necessary for reporting of unlawful acts. Without this
requirement, the tendency of people to avoid involvement may
prevent them from reporting incidents or the information would not
get to the persons that need it.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
