Abstract: The Coast Guard is revising requirements for licensing those individuals that operate towing vessels, uninspected as well as inspected vessels. This proposed rule would insure that towing vessels operating in navigable waters of the United States shall comply with all applicable standards and requirements for licensing of vessel personnel.
