Terms of Clearance: This ICR is disapproved under 5 CFR 1320.10(b). While the NRC is to be commended for its intent to better assess customer satisfaction, this Generic Clearance does not meet the requirements of the Paperwork Reduction Act of 1995. Specifically, NRC has failed to provide for public and OMB review a detailed description of the information to be collected, for example, the actual questions it will use in carrying out the various customer satisfaction surveys. Without a "functional representation" of the information collection (Sec. 1320.8(a)(2)), OMB is unable to adequately assess whether the collection is the least burdensome necessary for the proper performance of the agency, and has practical utility, among other things (Sec 1320.5(d)). In developing customer satisfaction surveys in the future, NRC should refer to OMB's "Resource Manual for Customer Surveys", October, 1993.
